BACKGROUND: This is the second of three stamps designed by Meerwald and printed at the State Printing Work in Vienna, that and along with an official postcard was released to commemorate the Signing of the Convention on the European Post and Telecommunication Union. The stamp is identical to Michel 821 except that now it has a black overprint inscribed "19.Okt.1942".
VALIDITY: 12th Oct 1942 until May 1945

SPECIAL CANCELLATION: There was no special handstamp used to commemorate this event, but the stamps are frequently found with the offical handstamp used the week earlier.
