BACKGROUND: At the beginning of 1943 after the capitulation of Italy, German forces occupied the Adriatic coast. All Italian government offices were removed by 9th Sep 1943 and a Slovenian provisional administration was setup with the purpose of continuing postal services with its own new stamps. Italian stamps had been used in the region since its annexation by Italy on 3rd May 1941 and they remained valid even after the introduction of new stamps. During periods of stamp shortages cash payment of postal charges was permitted as was the use of postage due stamps.
