Issued 1906. Elimination of the reduced local postage (except in Württemberg). This is an upgraded version of P63 by adding a value stamp of 3Pf with otherwise unchanged form. For P70 the address lines are shorter at 104mm.
Unique features:
1. 3 Pf + 2 f value stamps.
2. Address lines are 104mm long.
There are two versions if P70:
P70-X: With Watermark
P70-Y: Without Watermark
