GERMAN AID FOR THE NEEDY

This second stamp in the series features the Breslauer Rathaus, or Breslau Town Hall (Breslau is now part of modern day Poland and the city is known as Wroclav). It is a major landmark of the city and was constructed in the 13th century. The building was converted into a museum in the 1930's and suffered light damage towards the end of the war when a bomb went through the roof without exploding.
The stamp is a re-issue of the 1931 Michel 460 only now with a black '12 + 3 Rpf' overprint, where 12Rpf was the cost of postage (International mail) and 3Rpf was given to the charity.
